Pre-Demolition Asbestos Abatement in Seattle

Typical cost in Seattle

  • Asbestos survey before tearing down a house$800 – $2,000+
  • Abatement of a whole house before tear-down$10,000 – $30,000+

A house, garage or small building in Seattle cannot come down until its asbestos is dealt with, and Seattle Asbestos Removal handles that stage. A certified inspector surveys the entire structure, PSCAA gets its notice, the asbestos found is removed, and demolition follows once 10 days have passed since the notice.

The city’s own pages spell out both steps. Seattle’s construction and inspections department requires the asbestos survey before it issues a demolition permit for housing, and its demolition guidance lists a 10-day notice to PSCAA. We abate ahead of teardowns in Seattle, White Center and Tukwila.

Pre-demolition options

House and garage teardown

Once the roof area is over 120 square feet, PSCAA wants its notice whether or not any asbestos turns up. Every demolition then waits 10 days from that notice, and only an emergency waiver shortens the wait. So the notice is the first thing to file.

Sheds and outbuildings

A detached garage or shop with more than 120 square feet of roof is covered like a house. Smaller buildings still need a certified inspector’s survey and the 10-day wait, because PSCAA applies both to every demolition. Ask PSCAA about the notice for your building.

Partial demolition

A porch or an addition can come off as renovation or as demolition. The dividing line in PSCAA’s rules is whether the structure ends up permanently uninhabitable or unusable. Survey the part that is coming down either way, and take out friable asbestos in it before anyone cuts.

After a fire

A fire-damaged building still gets its survey. After a sudden event that creates a hazard, PSCAA can waive the 10-day wait, though the notice must still be filed.

Think of these as the order of work. Not every step applies to every address.

Survey and permit

The city lists meeting the asbestos survey requirements as a step before the demolition permit can be issued, so schedule the survey first.

PSCAA notice and wait

The 10 days run from the notice, so send it early. Seattle Public Utilities points owners to PSCAA for the form, and PSCAA’s asbestos line is 206-689-4058. A house you live in is not exempt.

Waste

PSCAA’s list names Republic Services, 2733 3rd Avenue South, as the outlet for Seattle waste, because Cedar Hills does not take it. Bring a waste shipment record and a copy of the PSCAA notice.

The survey that feeds the PSCAA notice is explained under asbestos testing and surveys. Apartment buildings and other rentals have different rules, covered under rental and apartment asbestos abatement. If you are weighing a remodel against a teardown, get the survey before you decide, since the asbestos findings change the cost of both. The Seattle Asbestos Removal home page lists everything else we do.
