Asbestos testing and surveys

Start here if you are unsure what your ceiling, floor or siding is made of. A building inspector samples the suspect materials, a lab runs the tests, and you receive a written report that contractors can bid from. Seattle Public Utilities lists the survey as the first requirement for renovation or demolition work.

Popcorn ceiling removal

Spray-on ceiling texture should be tested before anyone scrapes, sands or paints it. A positive result means a sealed room, a soaked and scraped ceiling and bagged waste. Take less than 48 square feet of friable material off one building in a calendar year and PSCAA asks for no notice.

Floor tile and sheet vinyl

PSCAA puts vinyl asbestos tile and mastic on its nonfriable list. That means no PSCAA notice when the floor is lifted rather than sanded, ground or sawed. Stacked floors are sampled layer by layer, and sheet vinyl comes down to a question about its backing.

Pipe, boiler and duct insulation

White wrap on a basement boiler, a furnace duct or a hot water pipe may contain asbestos. Once asbestos is found, PSCAA offers three paths: leave it in place, repair or seal it, or remove it. When removal is the answer, the wrap is wetted down and bagged in sealed containers.

Pre-demolition abatement

For a Seattle teardown, the city wants the asbestos survey done before it issues the demolition permit for housing. PSCAA then needs a notice for any structure with more than 120 square feet of roof area, and every demolition waits 10 days. We take the three steps in order: survey, notice, abatement.

Rented houses, duplexes and apartment buildings

Over half of Seattle households rent. In a rental house or an apartment building the owner-occupant exceptions do not apply, so the survey needs a certified inspector and the removal needs certified workers. Call us to talk through your units, tenants and common areas.

Asbestos testing and removal costs

More than 5 in every 10 Seattle homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Seattle, White Center and Tukwila. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Asbestos testing and surveys

  • Testing a few materials, up to about 4 samples$300 – $600+
  • Asbestos survey before a remodel, one house$400 – $1,000+
  • Asbestos survey before tearing down a house$800 – $2,000+
  • Survey of a small commercial or apartment building$1,500 – $4,000+
What is included

The inspector samples only what your project will touch, the lab reports back, and you get a written list of what is positive and how much. Before a teardown the whole structure is sampled.

  • Whole house, about 1,500 to 2,000 sq ft of ceiling$10,000 – $25,000+
What is included

Rooms are emptied and sealed, then the texture is wetted and scraped straight into sealed bags. A yearly total of 48 sq ft or more is reported to the clean air agency before work starts. Skim coat and paint are not part of the range.

Our process

01

Survey what the work will touch

First we learn what the job will disturb. A certified inspector takes samples of the suspect materials, the lab reports back, and the results list each positive material, its location and its quantity. A summary goes to anyone who could come in contact with it. The full report stays on site.

02

Match the notices to the job

Small removal jobs below these amounts need no notice. PSCAA wants one when friable pipe wrap reaches 10 linear feet, or any other friable material reaches 48 square feet, within one calendar year. Every demolition waits 10 days under PSCAA rules, and a roof over 120 square feet also needs a notice. Projects over 48 square feet or 10 linear feet also need a separate L&I notice. Nonfriable material needs none.

03

Contain, wet and remove

Containment comes first, along with warning signs. Friable material stays wet as it comes down and goes into leak-tight containers. Nonfriable material gets its own containers, labeled nonfriable asbestos waste.

04

Haul it to an authorized site

Asbestos waste never goes in the trash. Seattle code makes it unlawful to put hazardous material in the garbage or recycling, and the city points owners to PSCAA’s disposal list. Cedar Hills does not accept waste from Seattle, so the listed stop is Republic Services on 3rd Avenue South. It asks to see the PSCAA notice, and friable loads travel with a waste shipment record.

Older homes in Seattle

Roughly 53% of Seattle homes went up before 1980, and about 30% before 1950. The median home dates from 1976. That age is not proof of asbestos, but it does tell you where to sample first: ceiling texture, vinyl floors and cement siding from the 1950s to the 1970s, and wrap on pipes and furnaces in the oldest houses.

Remodeling? Seattle Public Utilities and PSCAA both say to survey first. Tearing down? Seattle’s construction and inspections department asks for the survey before it issues the demolition permit, and its demolition guidance lists a 10-day notice to PSCAA ahead of the work.

Frequently asked questions

Can I remove asbestos myself in Seattle?

Your own home only. If you live in the single-family house you own, PSCAA permits you to remove asbestos yourself, and the same work and disposal rules apply to you as to any contractor. Past the small-quantity limits for friable material, you notify PSCAA first. Landlords, tenants, condo owners and duplex owners must hire certified contractors. PSCAA still strongly recommends one for everybody.

Do I need an asbestos survey before demolishing a Seattle house?

Yes, twice over. The city’s construction and inspections department wants the survey settled before it issues a demolition permit, and PSCAA requires a certified inspector’s survey before any demolition, even of a home you live in. The PSCAA notice then starts a 10-day wait.

Can I put asbestos in the garbage or take it to a hazardous waste site?

No. Seattle code makes it unlawful to put hazardous material in the garbage or recycling, and King County says its hazardous waste collection sites do not take asbestos. The place to start is PSCAA’s list of authorized disposal facilities.

Where does asbestos waste from Seattle go?

To a facility on PSCAA’s list. Cedar Hills accepts only King County waste from outside Seattle, so Seattle jobs go to Republic Services at 2733 3rd Avenue South instead. Republic takes asbestos waste from any city or county in double-bagged 6-mil containers and wants a copy of the PSCAA notice. Call ahead for prices and drop-off times.

What affects the cost of asbestos removal?

A flat rate is not possible, because jobs differ. Several things move the price: what the material is and how it has aged, how much of it there is, access, containment and cleanup, and whether the building is occupied. The haul to an authorized site adds to it. A survey that measures quantities turns an estimate into a quote.
